What is a LUST site? The half-million leaks under American streets
LUST is the least fortunate acronym in environmental regulation: Leaking Underground Storage Tank. There are more than 531,000 reported LUST cases in the national record — roughly one for every 700 people in the country — and understanding them takes about five minutes.
The problem, in one paragraph of history
From the 1920s through the 1980s, America buried millions of bare steel tanks — under gas stations, truck stops, school bus depots, hospitals, farms — and bare steel in wet soil rusts. By the early 1980s, groundwater contamination from corroded tanks was turning up everywhere, and a single gallon of gasoline can render a million gallons of groundwater unfit to drink. Congress responded in 1984 with Subtitle I of RCRA, creating the federal UST program: registration, leak detection, corrosion protection, and financial responsibility rules. A 1998 deadline forced owners to upgrade, replace, or remove old single-wall steel tanks, and the tank population fell dramatically — from over two million regulated tanks to well under 600,000 active ones today.
What counts as a LUST case
When a release from a regulated tank system is confirmed — a failed tightness test, stained soil during a removal, fuel sheen in a creek, vapors in a basement — the owner must report it to the state, which opens a case with an ID, a responsible party, and a cleanup track. That case is what appears as an orange dot in TankCheck. The national ledger stands at roughly 531,000 confirmed releases, of which about 80% have completed cleanup. The remainder — on the order of 60,000 cases — are open, some actively remediated, some in long-term monitoring, and a hard core of "orphan" sites where no viable owner exists and state funds pay.
The lifecycle of a cleanup
- Report & emergency response — free product is pumped out, immediate hazards (vapors, drinking-water impacts) addressed.
- Site characterization — borings and monitoring wells define how far the plume extends and which way groundwater carries it.
- Remediation — excavating contaminated soil is the blunt, common fix; soil-vapor extraction, air sparging, and enhanced biodegradation handle what digging cannot reach. Petroleum, unlike many industrial solvents, biodegrades — nature does real work here.
- Monitoring & closure — quarterly well sampling until concentrations meet state standards, then a closure letter: "No Further Action" (NFA). Median cleanups run a few years; complicated groundwater cases run decades.

Who pays
Owners and operators are strictly liable, and federal rules require them to carry financial responsibility (insurance or state fund coverage, typically $1M per occurrence). Most states run petroleum cleanup funds financed by a fraction-of-a-cent fee per gallon of fuel sold, which reimburse eligible cleanups — that machinery, not general taxes, has paid for most of the half-million closures. The federal LUST Trust Fund (0.1¢/gal) backstops orphan sites and state program costs.
Why you should still check
Because the geography is uneven. A downtown corner may have six historical cases within two blocks; a suburban cul-de-sac may have none within a mile. The vocabulary you'll hit in case files
A few terms unlock most LUST paperwork. Free product means fuel floating on the water table as a liquid — the urgent stuff. Dissolved phase is fuel chemically dissolved in groundwater, the plume that monitoring wells track. BTEX (benzene, toluene, ethylbenzene, xylenes) are the regulated gasoline compounds; benzene drives most cleanup standards because it is the carcinogen. MTBE, the 1990s oxygenate additive, travels farther and degrades slower than anything else in gasoline — MTBE-era plumes are the long ones. Monitored natural attenuation means the state is letting biodegradation finish the job under surveillance, which is legitimate science, not neglect. And responsible party is whoever owns the cleanup — a designation worth checking before buying any commercial parcel with history.

Is it dangerous to live near a LUST site?
Usually not, and status plus distance tell you most of the story. A closed (NFA) case is finished business. An open case matters mainly within a few hundred feet — private wells and, within about 100 feet, potential vapor intrusion are the exposure paths states check. The case file, which is public, contains the plume map that answers it definitively.
What's the difference between a UST and a LUST?
