The question every owner of an old oil-heat house eventually faces: what does it cost to get the tank out of the ground? Short answer — $1,500 to $3,500 if the soil comes back clean, and a very different number if it doesn't. Here is the full breakdown.

Prices run higher in the New York metro area, New Jersey, and coastal New England — the same markets where the tanks are concentrated — and lower in the Midwest. Permits ($50–$300) and the closure report are normally inside the contractor's quote; confirm it.

What actually happens on removal day

A legitimate removal is a permitted, inspected, half-day operation: pump out residual oil and sludge, excavate to the top of the tank, cut it open and clean it, pull it with an excavator, and — the step that matters most — inspect the pit and take soil samples with the municipal inspector present. The tank goes off as scrap; you receive a closure report with the permit, disposal manifests, and lab results. That report is the document that satisfies every future buyer, lender, and insurer. A "guy with a backhoe" removal without permit or samples saves $500 today and costs you the entire argument at your next sale.

Removal vs. abandonment in place

Filling a cleaned tank with sand or flowable slurry is legal in most jurisdictions when removal is impractical — under an addition, a garage slab, mature trees. It runs slightly cheaper than removal, but with two catches: soil sampling is harder (some towns require borings alongside), and a filled tank in the ground still shows up on inspections and still prompts buyer questions. When access allows, full removal with clean samples is the cleaner end-state and generally worth the difference.

If the soil comes back dirty

Contamination converts the job from construction to environmental response: the state gets notified, a case number opens, and remediation is scoped — usually excavating the impacted soil and confirming with end-point samples. Two pieces of good news. First, most residential leaks are caught small: a few truckloads of soil, a $5,000–$15,000 problem, not a catastrophe. Second, several states have or had assistance programs — reimbursement funds and low-interest financing exist in various forms — though homeowner funds (New Jersey's being the famous example) have seen freezes and backlogs, so verify current funding before counting on it. Timing the market and the season

Tank contractors quote best in late spring through fall; frozen ground and heating season complicate winter work. Getting quotes that mean something

Get three quotes, and make them scoped identically: pump-out and sludge disposal, permit and inspection fees, excavation and backfill with compaction, tank cleaning and scrapping, laboratory soil samples (ask how many and which analyses — typically two to four samples run for TPH and sometimes PAHs), and the written closure report. The cheap quote that excludes sampling or backfill is not cheap. Ask each contractor two questions: what happens to the price if the soil is stained (a per-yard disposal rate should be quoted up front, commonly $100–$250 per ton hauled), and who files the state notification if contamination is found. A contractor who hesitates on either has never handled the bad case — and the bad case is the whole reason you're doing this carefully.
